The Inspection and Political Affairs Committee
The name of the buffer government between Japan and the Republic of China that existed in Beiping (present-day Beijing) from 1935 to 1937. Ji refers to Hebei Province, and Cha refers to Chahar Province. At the end of 1935, Japan established the East China Anti-Communist Autonomous Government, and further pressured the Nationalist Government in Nanjing to separate North China (→ North China Five Provinces Autonomy Movement). The Kuofu government was unable to take a firm policy against this, and on December 18 of the same year, it recognized the establishment of the Ji-Cha Political Affairs Committee, chaired by Song Zheyuan, to avoid Japanese pressure. Its jurisdiction included the two provinces mentioned above, as well as the cities of Beiping and Tianjin, and it had military, political, and economic autonomy under the Kuofu government. Major General Kenji Doihara became an advisor, and the province gradually came under Japanese influence, but it was more of an intermediate entity than a puppet. However, due to pressure from below, it gradually became anti-Japanese. Disbanded after the Marco Polo Bridge Incident in 1937.

1935~37年北平 (現在の北京) に存在した日本と中華民国の緩衝政権の名称。冀は河北省,察は察哈爾 (チャハル) 省のこと。 35年末,日本は冀東防共自治政府をつくり上げ,さらに南京の国民政府に圧力をかけて,華北の分離をはかった (→華北5省自治運動 ) 。国府はこれに対する断固たる政策をとりえず,同年 12月 18日,宋哲元を委員長とする冀察政務委員会の成立を認め,日本の圧力をかわした。その管轄地域は,上記両省と北平,天津両市を含み,国府行政院のもとに,軍事,政治,経済上の自治権をもった。土肥原賢二少将が顧問となり,次第に日本の影響下に入ったが,傀儡 (かいらい) というよりは中間的存在であった。しかし,下からの圧力で次第に抗日化していった。 37年盧溝橋事件後解散。
