… The oldest criminal code that can be seen today is the Qin law, and in 1975, more than 1,000 bamboo slips were discovered in a Qin tomb at Suihudi in Yunmeng County, Hubei Province. Except for two divination books, most of the documents were political and legal, and several Qin laws were found to have been found (Suihudi Qin Tomb). It is particularly noteworthy that the Wei law was quoted in the political documents, proving that the historical records of Qin, a backward country, frequently welcomed refugees from the neighboring advanced Wei and attempted national reforms were true. The legal systems of the warring states were at the stage of territorial state law established under despotic monarchs, and aimed to enrich the country and strengthen its military in anticipation of external enemies on all sides. …

…　現今目睹しうる最古の刑法である律は秦律であり，1975年湖北省雲夢県の睡虎地で秦代の墓から1000余枚の竹簡を発見した中に，占卜書2種を除くほかはおおむね政治，法律に関する文書であり，数種類の秦律が含まれていることがわかった(睡虎地秦墓)。ことに注意すべきは政治文書の中に魏律が引用されている点で，後進国たる秦が，隣接する先進国の魏からたびたび亡命者を迎えて国政改革を図った歴史の記録がそのままの事実であったことが証明されたわけである。戦国諸国の法制は専制君主の下に成立した領土国家法の段階にあり，四方に外敵あるを予想して富国強兵を目的としたものであった。…
