[Program classification]
(1) Programs can be broadly classified according to content into news, education, culture, and entertainment. The Broadcasting Law stipulates that NHK "in editing domestic broadcasting programs... shall include culture or educational programs as well as news and entertainment programs, and shall maintain harmony between the broadcasting programs" (Article 44, Paragraph 4), and this provision also applies mutatis mutandis to commercial broadcasting stations (Article 51). With regard to educational and culture programs of commercial broadcasting stations, Japan Educational Television, which received a provisional license as an educational specialty station in February 1957, was required to have at least 53% educational programs and at least 30% cultural programs, and in October of the same year, three quasi-educational specialty stations (Yomiuri Television, Mainichi Broadcasting System, Sapporo Television Broadcasting) that received provisional licenses were required to have at least 50% educational and culture programs.

　(1)番組を内容で大別すると，報道，教育，教養，娯楽になる。放送法はNHKに〈国内放送の放送番組の編集に当っては……教養番組又は教育番組並びに報道番組及び娯楽番組を設け，放送番組の相互の間の調和を保つようにしなければならない〉と規定し(44条4項)，この規定は民放局にも準用される(51条)。民放テレビ局の教育･教養番組については，教育専門局として1957年2月に予備免許を受けた日本教育テレビには教育番組53％以上，教養番組30％以上を義務づけたし，同年10月に予備免許のあった準教育専門局3局(読売テレビ，毎日放送，札幌テレビ放送)には教育･教養番組50％以上という条件がついた。…
