...Even if farming is not done communally, communal labor is done for irrigation and other purposes, and almost all division of labor, such as small peasant household side jobs such as weaving and blacksmithing, is organized for direct consumption within the community. The Asiatic despot is the personal expression of a superior unity that embodies the integration of these small communities. The despot's rule over his subjects is based on the fact that the individual is merely a part of the community, and the division of labor in society as a whole is carried out directly through labor in the form of obligations to the despot who personally represents the whole of society (the state of the leiturgy as described by M. Weber).
