Internationally, the ILO adopted Convention No. 29 (Forced Labour Convention) in 1930 with the aim of prohibiting forced labor of residents in colonies and mandated territories, and Japan ratified it in 1932. This is a fundamental human rights treaty, along with Convention No. 105 (Abolition of Forced Labour Convention, adopted in 1957), which prohibits forced labor as a means of political sanctions, economic development, labor discipline, discrimination, and as a sanction for participating in strikes.
