…On the international stage, the ILO adopted Convention No. 29 (Forced Labour Convention) in 1930 to prohibit forced labor of residents in colonies and mandate territories, and Japan ratified it in 1932. This is a fundamental human rights treaty, along with Convention No. 105 (Abolition of Forced Labour Convention, adopted in 1957), which prohibits forced labor as a means of political sanctions, economic development, labor discipline, discrimination, and sanctions for participating in strikes. Forced labor was used as primitive labor during the establishment of capitalism, and as part of colonial management, for the development and construction of mines and railways, and deforestation. …
