...Therefore, the implementation procedures were not clarified, and it was not until the Russo-Japanese War that the "Grand Policy for the Implementation of Martial Law" was drawn up as an enforcement code for martial law. However, there was no military martial law after the Russo-Japanese War, and therefore the "Grand Policy" was used exclusively for administrative martial law for the sake of domestic security, making use of the emergency imperial ordinance enactment power under Article 8 of the Imperial Constitution. Administrative martial law was imposed three times in total: in Tokyo City and its surrounding areas during the Hibiya Riots in 1905, in one prefecture and three prefectures during the Great Kanto Earthquake in 1923, and in Tokyo City during the February 26 Incident in 1936.
