Jackson (1829-32) in 1828, but when the conflict between the North and South surfaced due to the Missouri Compromise and the tariff issue, he eventually resigned and served as a senator, except for his term as Secretary of State under J. Tyler (1844-45). Always in the midst of a fierce debate centered on slavery between the North and South, he tried to position the interests of the South within the survival of the Union, and theorized the ``competitive majority system,'' which seeks to derive agreement from the competing relationships between individual interests.
