Forced vote - Kyoukou saiketsu

Japanese: 強行採決 - きょうこうさいけつ

A spontaneous vote conducted by the chairman or speaker without the consent of the ruling and opposition parties. Usually, the timing of a vote is decided by the governing board in a committee or by the House Rules Committee in a plenary session, with the consent of the ruling and opposition parties. However, in cases where it is difficult to reach an agreement between the ruling and opposition parties, a vote may be forced through. In some cases, the ruling party may hold a committee or plenary session for the vote alone, and force a vote through on its own.

与野党による採決の合意を得ずに，委員長や議長の職権の下で突発的に行なう採決。通常，採決時期は委員会ではその理事会，本会議では議院運営委員会で与野党合意の下に決定される。しかし，与野党の合意が容易に得られない対決議案については，採決が強行されることがある。場合によっては，与党単独で採決のための委員会や本会議が開かれ，単独強行採決が行なわれることもある。
