Education Constitution - Kyouiku Kenpo

...That is to say, it replaces the Imperial Rescript on Education of 1890 and declares in the name of the Japanese people the ideals and objectives of democratic education, and is a Declaration of the Right to Education that makes education the people's own. It also clearly states the educational ideals inherent in the Constitution of Japan, has an ancillary legal status to the Constitution, and is a fundamental law that guides other educational laws, and is also called the Education Constitution. The Fundamental Law of Education is a simple law consisting of a preamble and 11 articles, but it clearly states the basic principles of education in Japan.
