Law No. 1 of 1949. Public school teachers have the status of local public servants, but in consideration of the special nature of their duties and responsibilities, this law stipulates special provisions for the Local Public Servant Law. It stipulates special provisions regarding the appointment, dismissal, salary, status, discipline, service, and training of educational public servants, i.e., presidents, principals, professors, associate professors, assistant teachers, vice principals, teachers, assistant teachers, school nurses, school nurse assistant teachers, nutrition teachers, full-time lecturers, superintendents of boards of education, and specialized educational staff.

昭和 24年法律1号。公立学校の教員は地方公務員としての身分を有するが，その職務と責任の特殊性にかんがみ，地方公務員法の特例を定めた法律。教育公務員すなわち公立学校の学長，校長，園長，教授，准教授，助教，教頭，教諭，助教諭，養護教諭，養護助教諭，栄養教諭，常勤講師および教育委員会の教育長および専門的教育職員などについてその任免，給与，分限，懲戒，服務および研修等についての特例を定めている。
