Forty-four Tsuns of Kitaura

...An autonomous organization of fishermen around Lake Kasumigaura. There are also 44 tsubo in Kitaura. From the end of the Heian period to the Nanboku-cho period, the fishermen of each tsubo in Lake Kasumigaura, Lake Kitaura, and the Tone River submitted offerings to the Katori Shrine and were guaranteed fishing, hunting, and transportation privileges. From the Sengoku period to the early Edo period, they formed an autonomous organization with the lake membership as the main principle.
