The Ritsuryo government expressed this as "kanka no sō." According to the "Koryo Kuni no shu Junko-jō" (Corresponding Article on Provincial Governors' Paths), provincial governors under the Ritsuryo system were required to tour their territories once a year, during which they were to encourage local governors to promote agriculture, prevent wasteland from being turned into barren land, and focus on reclamation.
