Korea's first modern newspaper was launched on October 31, 1883. Kim Man-sik, who visited Japan in September 1882 as deputy scribe of the Japanese Imperial Mission (principal envoy Park Yeong-hyo), became the co-editor of the Foreign Ministry's Literature Department and published it at the Literature Bureau under his jurisdiction. It was a booklet of around 18 pages written purely in Chinese, and included domestic articles (official gazettes and interest reports), current affairs of various countries, price fluctuations, commentary, and editorials, and published 40 issues by the time of the Gapsin Coup in December 1884. Fukuzawa Yukichi dispatched Inoue Kakugoro to oversee the editing of this newspaper, and artisans Miwa Kozo and Sanada Kenzo to oversee the printing.
