It began in the early Heian period, and according to a ceremony from the mid-10th century, on a day selected in May or December, the head of the Kebiishi-cho (police office) would lead a prisoner to the East or West Market, where officials below the rank of Emon-no-suke would put a kanagi on the prisoner and send him to prison based on his condition. ...
