...After World War II, it was encouraged as an important part of promoting "the integration of education into daily life and socialization," and many schools at the elementary, junior high, and high school levels have some form of newspaper, although the degree of student autonomy and the format of printing vary. The "School Newspaper Guidelines" (established by the National Newspaper Education Research Council in 1962) state that it "plays an important role in promoting students' social activities both inside and outside of school, in cultivating each student's ability to make fair judgments, and in advancing school education." However, although it is a broad definition of a school newspaper, newspapers that are mainly published independently by university students are quite different from those that have been semi-institutionalized as part of education in Japan. ...
