...A bribery case involving the acquisition of 14 private railway lines, out of the 22 approved by the Minister of Railways Ogawa Heikichi during the Tanaka Giichi Cabinet, came to light in the 56th Diet (1928). Ogawa, in collusion with former Seiyukai Diet member Kasuga Toshifumi, was indicted along with Hokkaido Railway President Inugami Keigoro, who was plotting the acquisition of the lines by the bribers, Ise Electric Railway Director Isaka Hidegoro, who was aiming for a railway construction license, Higashiosaka Electric Railway founder and general representative Tanaka Genshichi, Nara Electric Railway President Nagata Tozo, who was applying for a line extension license, and Hakata Bay Railway President Ota Seizo, who solicited the acquisition of part of the line. The main issue at stake in the trial was whether Ogawa and Kasuga admitted to conspiring together. ...
