During the Yoro period, he was in charge of the three provinces of Owari, Mikawa, and Shinano as an inspector (azechi). He served as the right chief priest, and became a monk when the retired emperor Genmei fell ill. In 723 (Yorō 7), he served as the head priest of the Chikushi Kanzeon-ji temple, and traveled westward. He was associated with the Dazai no Sochi Otomo no Tabito and others.
