…To deal with this structural excess, dairy farming associations have been independently implementing production control plans since 1979. In order to steadily develop milk production, considering the importance of milk and dairy products as national food, the Dairy Farming Promotion Law was promulgated in 1954 (amended to the Law Concerning the Promotion of Dairy Farming and Beef Cattle Production in 1983), followed by the Law Concerning Price Stabilization of Livestock Products (commonly known as the Livestock Safety Law) in 1961, and the Provisional Measures Law Concerning Subsidies for Producers of Processed Raw Milk (commonly known as the Deficiency Payment Law) in 1965. The Deficiency Payment Law in particular contributed greatly to the stabilization of dairy farming management in raw milk producing areas (especially Hokkaido), which had been forced to accept unfavorable raw milk prices because they could not be shipped as drinking milk due to being far from the market. …
