Also known as the "Quarantine Speech." A speech delivered by U.S. President F. Roosevelt in Chicago on October 5, 1937. In it, he emphasized that countries causing "international anarchy" (implying Japan, Germany, and Italy) must be "quarantined," and that the U.S. should abandon neutrality and cooperate with peace-loving nations to participate in collective security to prevent acts of aggression. Even Secretary of State C. Hull was not informed of the contents of the speech in advance, and it was unpopular in the country during the isolationist era.
