Price Control Order

This imperial decree was promulgated on October 18, 1939 (Showa 14) and came into effect on the 20th of the same month, based on Article 19 of the National Mobilization Law. In order to curb the price hikes that followed the outbreak of World War II in September of that year, it was intended to peg not only prices but also almost all other prices, including transportation fees, storage fees, insurance premiums, and rental fees, to the levels as of September 18th of that year, and was also known as the September 18th Stop Order. On October 18th, the Land and House Rent Control Order, the Temporary Wage Measures Order, and the Temporary Company Employee Salaries Measures Order were also promulgated at the same time, but they failed to stop the rampant black market pricing.

国家総動員法第19条に基づいて1939年（昭和14）10月18日公布、同月20日施行された勅令。同年9月の第二次世界大戦勃発(ぼっぱつ)による諸物価上昇を抑制するため、物価のみならず、運送費、保管料、損害保険料、賃貸料などほとんどすべての価格を、同年9月18日現在水準に釘(くぎ)づけすることを目的とし、九・一八停止(ストップ)令ともよばれた。10月18日、同時に地代家賃統制令、賃金臨時措置令、会社職員給与臨時措置令も公布されたが、闇(やみ)価格の横行を阻止できなかった。
