The principle of House supremacy
In a bicameral parliament, this principle guarantees that in the event of a conflict between the two houses, the decision of the Lower House takes precedence. In the history of the development of parliamentary democracy, this principle was established as an institutional guarantee that the will of the Lower House, which is composed of representatives elected by the people from the standpoint of popular sovereignty, would be respected as the will of parliament. Specifically, typical examples include the budget, the nomination of the prime minister, and motions of no confidence in the cabinet, and in these cases, the will of the Lower House generally takes precedence regardless of the will of the Senate.
