Vote counting manager

...In an election, the ballot counting officer opens the ballot boxes in the presence of the ballot counting observers, examines the votes, hears the opinions of the ballot counting observers, and decides whether to accept the votes (Public Offices Election Law, Article 66, Paragraph 1). The place where the votes are counted is a place designated in advance by the city hall, town hall, or the city/town/village election management committee (Article 63), and the ballot counting officer must announce the place, date, and time of the vote count in advance (Article 64).
