〘Noun〙 A lower-ranking official who was established throughout the country in the mid-9th century. Often appointed by local clan leaders, there were a maximum of two officials, and they divided the duties of the national administrative office. They were permitted to wield a scepter, and their main duties were to maintain dignity during politics and trials. ※ Sandai Jitsuroku - December 22, 869 (11th year of the Jogan era) "Established two members as national administrative offices of Dewa Province"
