Country leader - Kokusho

〘Noun〙 A lower-ranking official who was established throughout the country in the mid-9th century. Often appointed by local clan leaders, there were a maximum of two officials, and they divided the duties of the national administrative office. 〘名〙 九世紀中頃、全国に設置された下級官人。地方豪族の任命されることが多く、定員二名が原則で、分番して国掌所につとめた。把笏(はしゃく)が許され、政治や裁判の際の威儀を整えるのを本務とした。※三代実録‐貞観一一年（869）一二月二二日「置二出羽国国掌二員一」
