In order to make it easier to understand the state of affairs and to prevent financial disorder, the national income and expenditures are required to be accounted for in a single set of accounts. This is called the principle of single accounting, and the accounting carried out based on this principle is called the general account. However, because the current national administration is broad and complex, if all the income and expenditures associated with it were accounted for in the general account, it could actually result in a lack of financial efficiency and clarity.
