This theory of the state sees the state as an institution for class oppression or exploitation. This idea was already around in ancient Greece, but Marxism is famous for theorizing it from a world historical perspective. Engels stated that "the state is the state of the powerful economic ruling class," and that this class is "the class that rules politically as well." Lenin continued this view of the state, stating that "the state is the product of irreconcilable class conflicts."

国家を階級的抑圧ないし搾取のための機関であるとする国家論をいう。このような考えはすでに古代ギリシアからあったが，これを世界史的見地から理論づけたものとしてマルクス主義が有名である。エンゲルスは「国家は有力な経済的支配階級の国家である」とし，またこの階級は「政治的にも支配する階級である」と規定した。なおレーニンはこの国家観を継承して「国家は和解することのできない階級対立の所産である」とした。
