…An inter-state conference held in Vienna after the Napoleonic Wars to reorganize the political system of Europe. The conference lasted from the preliminary conference on September 18, 1814 to the conclusion of the final protocol on June 9, 1815, but no general conference was held during that time. Instead, the details were worked out mainly in committees made up of representatives of the major powers. As symbolized by the title of the film The Congress Dances, it was a backstage feast of diplomacy, with the emphasis on intrigue and strategy. More than 200 representatives of nations participated in the conference, and Austrian Foreign Minister Metternich served as chairman. …

[The Talkie Era: The Establishment of Tobis and the Activities of Director Papst]
Talkies started in Germany about three years later than in the United States, but Germany soon perfected its own talkie system, the Tobis-Klangfilm system, and full-scale production began around 1929.At the same time, a high level of trust developed, and the two major film companies, Ufa and Tobis, came to dominate the market. Films produced in this field include Melodies of the World (1929) directed by Walter Ruttmann, The Blue Angel (1930) directed by Josef von Sternberg, M (1931) directed by Lang, The Congress Dances (1931) directed by Eric Charel, Virgins in Uniform (1931) directed by Leontine Sagan, Unfinished Symphony (1933) directed by Willi Forst, and Twilight in Vienna (1934).The anti-Nazi director Papst also produced controversial works such as the anti-war film 1918 on the Western Front (1930), The Threepenny Opera (1931), which sharply depicts the corruption and hypocrisy of capitalist society, and The Coal Mine (1931), which depicts international solidarity among workers, and contributed to the establishment of "talkie art" in Germany.

Hitler, who came to power in 1933, attempted to Nazify German film through Minister of Propaganda Goebbels, making UFA a state-sponsored film company under Nazi control, and further expelling Jews and liberal filmmakers, turning German film into Hitler's propaganda organ (many filmmakers left Germany during this period, including Lang, who went to the United States in 1933).
