Principle of non-continuity of session -

Japanese: 会期不継続の原則 - かいきふけいぞくのげんそく

The principle is that any matter that is not resolved during a session will not be carried over to the next session. This is based on the principle of session independence, which means that the will of the Diet is independent for each session. However, as an exception, matters that have been resolved in each House can be reviewed by committees even during recess, and these can be considered as continued review items and can be discussed in the next session. Other matters will expire at the end of the session and will be scrapped. Special committees are generally established for the purpose of reviewing specific matters, so they are established for each session by resolution of the House.
