...A special corporation fully funded by the government, established in June 1949 under the National Finance Corporation Law. Initially, it inherited the duties of the People's Bank and the Pension Bank (both established in 1938 and abolished in 1949) that had existed before World War II, and its purpose was to lend necessary business funds to the general public who had difficulty obtaining financing from private financial institutions. However, as the Japanese economy finished its recovery and achieved high growth, it strengthened its role as a specialized financial institution for small and medium-sized enterprises, and began to lend funds for labor-saving and pollution prevention-related equipment and management improvement such as rationalization. ...
