…The domain covered the whole of Izumo Province, with 10 districts: Nogi, Iu, Nita, Ohara, Iishi, Izumo, Kamikado, Akika, Tatenui, and Shimane. In 1666 (Kanbun 6), the Hirose and Mori domains were divided, and in 1684 (Jokyo 1), 24 villages in Iishi, 32 villages in Nogi, and 17 villages in Nogi were divided into the Hirose domain and Mori domain, respectively. The Matsue domain faced financial difficulties from the beginning, and repeatedly implemented measures to increase revenue, such as land surveys, new rice field development, and industrial development, as well as cost-cutting measures such as frugality orders and half-chi. In 1747 (Enkyo 4), the sixth lord, Munenobu, together with Odagiri Bitchu, implemented reforms centered on an active industrial development policy. However, the Yoshida method, in which the domain lord sold off land ownership rights piece by piece, and new ideas devised by the Shukokata, were not successful. …

…藩域は出雲国全体にわたり，能義，意宇，仁多，大原，飯石，出雲，神門，秋鹿，楯縫，島根の10郡であったが，1666年(寛文6)広瀬藩，母里（もり）藩の分封により，84年(貞享1)からは飯石郡24ヵ村，能義郡32ヵ村を広瀬藩領に，能義郡17ヵ村を母里藩領に分割した。松江藩はその初期から財政難に直面させられ，検地，新田開発，殖産興業などの収入増加策や，倹約令，半知などの経費節減を繰り返してきたが，1747年(延享4)6代宗衍（むねのぶ）は小田切備中とともに，積極的な殖産興業政策を主軸にした改革を実施した。しかし藩主による土地領有権の切売りである義田仕法や，趣向方による新案工夫は成功しなかった。…
