...In order to ease the conflict between the states, Gowon, the head of state established by a coup in August 1966, announced in May 1967 a move to a 12-state system, with the Northern State divided into six and the Eastern State divided into three, replacing the previous four-state system. In response, Ojukwu, an Igbo, who was the military governor of the Eastern State, immediately declared the Eastern State's independence as the Republic of Biafra. In July, fighting broke out between the federal government forces and the Biafran army, and although the Biafran army had the upper hand at first, the federal government counterattacked with the aid of weapons provided by the Soviet Union, the United Kingdom, and other countries, and occupied the Biafra capital, Enugu, in October. ...
