He was involved in the establishment and implementation of the Taiho Code. In 672 (Tenmu 1), during the Jinshin War, he escaped from Otsu Palace in Omi with Prince Kusakabe and joined Emperor Tenmu, who was traveling east from Yoshino. In 674, he was sent to Isonokami Shrine to polish the sacred weapons. In 679, he swore allegiance to Emperor Tenmu along with the Empress (Jito), Prince Kusakabe, Prince Otsu, and six others.
