A government official in the early Heian period. He was the son of Prince Ogura, grandson of Prince Toneri, and his mother was from the Ono clan. His childhood name was Shigeno, but in 804 (Enryaku 23), he was given the surname Kiyohara Mahito by his father's petition and changed his name to Natsuno. After serving as Udoneri, he became Kurodo in 810 (Kōnin 1), and when Emperor Junna ascended to the throne, he became Kurodo no Tō and Sakonoe no Chujō, and then a councilor. In 825 (Tenchō 2), he became Jusanmi Chunagon and Saemon no Kami, and held various positions including Sakonoe no Taisho and Tōkyō, before becoming Udaijin in 832. During this time, he participated in the compilation of the "Nihon Koki" (Chronicles of Japan), and in 833 he compiled the "Ryo no Gige" (Chronicles of the Imperial Court), and also revised the "Dairishiki" (Chronicles of the Imperial Court). He proposed the system of appointing princes to the governorship of three provinces, including Hitachi. He loved poetry and prose, and was the author of the "Keikokushu" (Collection of Proverbs). He was also called Minister Narabi or Minister Futago, after the name of his mountain villa, Narabigaoka.
