...Kiyotaka's case was the only time that a shugo was appointed to Oki, and all other cases were ruled by shugodai. After the Meitoku War (1391), Kyogoku Takaaki was appointed shugo of Oki Province, succeeding the Yamana clan, who had been shugo for about 40 years, and his younger brother Hideshige claimed the Oki clan and expanded his influence throughout Oki. The Oki clan is said to have built Kunda Castle in Togo (later known as Kano Castle in Shimonishi) and based themselves there, and during the Sengoku period, they formed a vassal relationship with the Amago clan of Unshu and worked to maintain and enforce their rule over Oki Province. ...
