…The Kokufu was established with the Shiki Hyojoshu (councillors' council), three Hikiteki (police officials), and various magistrates for the Mandokoro (administrative office), Hyojo (councillors' council), Jisha (temple officials), Ando (police officials), and Samurai-dokoro (samurai's office), and branch offices of the Kokufu called Gunbugyosho (major magistrate's offices) were established throughout Mutsu. Because the structure was similar to that of the old Shogunate, it is sometimes called the Mutsu Shogunate or the Oshu Little Shogunate, but in terms of the actual administration, while advocating the policies of the new government, it completely changed them, and at the same time, it also tried to sublimate the policies of the Hojo Tokuso autocracy, so it cannot be said to be simply Shogunate-like.
