…In the UK, there are two levels of planning based on the Town and Country Planning Act: a structure plan for the entire city and a local plan for each district. Development is controlled by a system of planning permission with a wide range of discretion. In West Germany, the Federal Building Act is based on the F plan for the entire city and the Bebauungsplan, which is a detailed plan for each district. Development permission is only given to those that meet these plans.
