A member of the family of court nobility in the mid-Edo period. Son of Inaba Michitsune, a feudal lord of the Owari (Nagoya) domain. Commonly known as Kisaburo, his pen name was Kimitachi. He studied the ancient traditions of the domain under Okada Shigesada, and after Shigesada retired, he took over as his master and taught his disciples. He served as the domain's book inspector and book examiner, and was involved in the revision of the Shinto Treasure Book and the Ruishu Nihongi, as well as the revision and amendment of the Choshu Fuzhi, Biyō Shiryū, and Kiso Shiryū. He published photocopies of the original copies of the Masakado-ki and Wamyō Ruijūshō, and also conducted surveys of ancient weapons around Owari and attempted to restore them, conducting comprehensive research not only on documents but also on relics and actual observations. He collaborated with Kawamura Hidene, Kamimura Masarin, Ishihara Masaaki, and others on the study of the Ryō Gikai, and compiled the results of his research in the Koryō Biko.

江戸中期の有職故実家。尾張(名古屋)藩藩士稲葉通経の子。通称喜三郎。字は君達。岡田重定に入門して古流故実を学び,重定の隠居後は師家を継承して門弟を教授した。藩の御書物調御用,御図書吟味役などを務め,『神祇宝典』『類聚日本紀』の校定,『張州府志』『尾陽志略』『木曾志略』の改正補訂などに従事した。『将門記』『和名類聚抄』の零本の影写を刊行する一方,尾張周辺の古武器類の実測調査を行い,その復元を試みるなど,文献だけでなく遺物と実見によって総合的に研究した。河村秀根,神村正鄰,石原正明らと共に『令義解』を協同研究し,その成果を『講令備考』にまとめた。
