〘Noun〙① A local administrative oversight body established in the third year of the Yoro era ( 719 ) during the Nara period. An official outside the law . The provinces excluding Kinai and Saikaido were grouped into two to four neighboring provinces, and the governor of one of these provinces was appointed as this official. Although this official was considered important, it was eventually no longer placed in any province other than Mutsu and Dewa, and by the Heian period it had become a mere formality, remaining only in name as a concurrent post for the rank of Chunagon or higher. [Ethology] The reading of Azechi is an anzechi that was created by the rendaku of the Go-on reading of "anza" (anzechi), and before the mid-Heian period, the kana for the n-glottal stop was not yet developed, and the zero notation azechi became established. The fact that Azechi and "shi" were left unreadable even when "anzatshi" was written is known from the Heian period court nobles' diaries, for example the "Go-Nijo Michimichi-ki," in which both "anzatshi" and "anzatshi" are arbitrarily mixed together.

Ansatsushi [Inspector General]

〘Noun〙① (also "Anzatsushi") = Azechi (Anzatushi) ※Shoku Nihongi - Yoro 3rd year (719), July, Gengzi "Shiki _Ni Anzatushi ₁ " ② A position established in 1869 ( Meiji 2 ) to calm the unrest in the Tohoku region and to inspect the public's condition. It was later established in Echigo as well, but was abolished the following year.

〘名〙① 奈良時代、養老三年（七一九）創設された地方行政監督機関。令外(りょうげ)の官。畿内・西海道を除く諸国を隣接する二～四か国でまとめ、そのうちの一国の守をこれに任命した。重要視された官であったが、やがて陸奥・出羽両国以外には置かれなくなり、平安時代になって全く形骸化し、中納言以上の兼官として名目だけが残った。あんさつし。あんぜつし。※宇津保（970‐999頃）国譲下「宰相には右大弁すゑふさ、右大将、あぜちかけ給」② 宮中、院に仕える女官の呼び名。上臈(じょうろう)の女官のうち、やや下位の者につける。※女房の官しなの事（1382）「大納言局。中納言局。左衛門督。帥。按察使。ゑもんのかみ。これらは上らふの付名也。此うちにもあぜちなどはいささか心ありてさがりたるなり」[語誌]アゼチの読みは、「按察」の呉音読みアンセチが連濁してアンゼチとなり、かつ平安中期以前にはｎ撥音の仮名が未発達で零表記されたアゼチが定着したもの。「按察使」と書いてもアゼチと「使」を不読にしていたことは平安朝公家日記、例えば「後二条師通記」では「按察」「按察使」の両形が恣意的に混用されていることによって知られる。
