Report of the Constitutional Commission of India

…This is a report submitted to the British Parliament in April 1918, before the end of World War I, on the reforms to be implemented in postwar India. Its official name is the Report of the Indian Constitutional Commission. In August 1917, in the middle of the war, Edwin Samuel Montagu, who was newly appointed Secretary of State for India, made a statement on the "gradual realization of responsible government in India." In accordance with this, he visited India to inspect the current situation and met with the Indian princes and political leaders. This report was submitted jointly by Governor-General FJ Napier and 1st Viscount Chelmsford. …
