The British parliamentary cabinet system had a major impact not only on Japan but also on the world since the 19th century, but as the proponents of the Meiji Constitution pointed out, its establishment owed much to the long period of trial and error and the country's distinctive historical circumstances. Its origins date back to the Privy Council, an advisory body to the king made up of members of the privileged social class. In the 17th century, in order to overcome the expansion of the Privy Council and political restrictions, the king increasingly tended to invite only some of its favorites and influential ministers to secret meetings in his own cabinet, which became known as the cabinet council.
