A similar example is the "Ichi-raku-mei," but as it became widely used among the common people, Jyu-raku came to be understood with emphasis on "raku." During the Sengoku period, Kuwana and Matsusaka in Ise, which became places for free trade between merchants from various provinces, were called "Jyu-raku no tsu" and "Jyu-raku no machi," and markets where merchants who were exempt from transportation taxes at checkpoints and ferries gathered, had the right of non-entry, were exempt from land tax, and were also asylums where debts and lord-vassal ties could be severed, were called "rakuichi" and "rakuichiba."
