An army officer during the Meiji and Taisho periods. Son of a samurai of Hirosaki. At the age of 20 in 1874 (Meiji 7), he ran away from his hometown and enrolled in Toyama School within the Army Military Academy. He was wounded while serving in the Seinan War (1877). After that, he was promoted primarily to military units, and during the Sino-Japanese War (1894-95) he fought as a major and as part of the advance party of the Oshima Mixed Brigade. In 1901, he was promoted to major general. During the Russo-Japanese War (1904-05), he served as commander of the 6th Brigade in Kanazawa, and participated in the Battle of Port Arthur as part of the 3rd Army. In particular, during the second general attack on Port Arthur, he succeeded in capturing the Panryuyama P Fort, which was later named Ichinohe Fort, and earned his renown for his bravery as the only successful attack during the attack. After the war, he held various positions, including commander of the 1st Division, and in 1915 (Taisho 4), he was promoted to general and appointed superintendent general of training. After the Sino-Japanese War, he was enthusiastic about educating officers, and his personality made him a suitable candidate. After 1920, he was sent to reserve. After that, he served as the president of Gakushuin, the chief priest of Meiji Shrine, and the president of the Imperial Veterans Association, which he had held concurrently during his active duty. His friendship with Nogi Maresuke was well known.

明治大正期の陸軍軍人。弘前藩士の子。明治7(1874)年20歳のとき故郷を出奔,陸軍兵学寮内の戸山学校に入学。西南戦争(1877)に従軍して負傷。以後,主に部隊勤務を中心に累進,日清戦争(1894~95)時は少佐,大島混成旅団先発隊として戦う。明治34年少将。日露戦争(1904~05)では金沢の第6旅団長を務め,第3軍にあって旅順攻略戦に参加した。特に第2回旅順総攻撃では,のちに一戸堡塁と命名された盤竜山P堡塁の奪取に成功,同攻撃中唯一の戦果をあげ勇名を轟かせた。戦後,第1師団長などを歴任,大正4(1915)年大将に昇進後,教育総監に就任。日清戦争後から将校教育に熱心であり,人格的にも適任であった。大正9年後備役。以後,現役時代に兼任していた学習院院長および明治神宮宮司,帝国在郷軍人会会長などを歴任した。乃木希典との友情は有名。<参考文献>小原正忠『一戸将軍』
