...The first record of him as a government official was in February 684 (Tenmu 13), when he was dispatched to perform divination for the selection of the new capital. Under the Ritsuryo system, six members were set up in the Onmyo Bureau to perform divination and other duties, and in the provinces, they were deployed in Dazaifu, Tokai, Tozan, Sanin, and Saikai provinces, and in the Mutsu Naval District. In the Heian period, among the general public, there were many activities of priests and onmyo masters, including the master Chitoku, who put a spell on pirates in Harima Province, and at the Modori Bridge on the Ichijo Horikawa River in Kyoto, a group of onmyo masters would preach the legends connected to the master of this art, Abe no Seimei, to establish their own authority. Furthermore, there were nearly 50 types of festivals held by the court onmyoji, including the Taishan Fujun Festival, the Kiki Festival, the Zokusei Festival, the Doko Festival, the Tencho Difu Festival, the Shikaku Shikyo Festival, the Raiko Festival, and the Sanmanrokusenjin Festival, and some of them had rituals similar to Shinto purification rites, such as the Nanase Harae and Kawarin Harae.
