Kajitori - helmsman

Japanese:
Kajitori - helmsman
Also called kandori. A title given to the captain of a ship who steered it, which later became the name of a boatman. Under the ancient Ritsuryo system, private seamen and fishermen were often employed as kajitori to transport tributes such as cho and yo. As the Ritsuryo system declined and it became more common to transport manor taxes and official goods by ship, manor officials and village heads were increasingly given land grants to them as kajitori and made to bear full responsibility for transportation. There were many independent kajitori who were not under the control of the manor lord, but the manor heads-type kajitori also gradually gained independence by taking on tax transportation for other manors and engaging in private business, and grew into larger distributors.
