...In urban areas, residents were organized into kebeles (urban residents' associations) and placed under government control. However, from the beginning, there were constant power struggles within the leadership of the revolutionary military government, which advocated Marxist socialism, and the chairman of the Provisional Military Administrative Council changed from Lt. General Aman Andom (purged in November 1974) to Teferi Benti (purged in February 1977) and then to Mengistu Haile Mariam (appointed in February 1977). There was also a period of frequent terrorist and guerilla attacks by the left-wing Ethiopian People's Revolutionary Party (EPRP) and the right-wing Ethiopian Democratic Union (EDU).
