The first Minister of the Left. His name was Kurahashimaro. After Soga no Iruka was killed and Emperor Kōtoku ascended to the throne, he was immediately appointed Minister of the Left and participated in the core of the Taika Reforms. However, it is doubtful whether he actively put forward innovative policies. His daughter, Otarashihime, had become Emperor Kōtoku's wife before he ascended to the throne, so he was likely appointed Minister of the Left out of virtue as an elder of the vassals. In 648 (Taika 4), he invited monks and nuns to Shitennoji Temple, received four Buddha statues and placed them in the tower, and created a statue of Mount Vulture. He was called Minister Otori.
