From Satsuma Province

...The June entry for 709 shows both Satsuma and Tasuku provincial governors, and the October entry states that 188 Satsuma Hayato county governors had entered the court. The place name Ata in the southern part of the Satsuma Peninsula was also used as a general name before the Satsuma period, and the inhabitants were called Ata Hayato, but later the names Satsuma Hayato and Koshiki Hayato came into common use, and a system of vassals to the imperial court was established. According to the Wamyōshō, Satsuma Province controlled 13 districts: Izumi, Takaki, Satsuma, Koshikishima, Hioki, Isaku, Ada, Kahanohe, Eno, Ifusuki, Kihire, Taniyama, and Kagoshima, and the Engishiki also lists 13 districts.
