...Between the inhabitants and the Emperor, the territories came to stand in front of the Emperor as an empire. As a result, this empire had no potential for development in the same direction as the contemporary Western European states, and its constitutional institutions, such as the Imperial Diet (Reichstag), the Imperial Court (Reichshofgericht), and the Imperial Government (Reichsregiment), had almost no practical meaning. However, the Imperial Supreme Court (Reichskammergericht) continued to function as a de facto supreme court held by the elites until the dissolution of the empire, and helped to maintain the traditional estate rights of the entire empire (estate state).

...Furthermore, in both the Empire and Prussia, the Junkers and aristocrats continued to wield power at the top of the administration and military. In contrast to this powerful and conservative executive branch, the legislative branch, the Imperial Diet (Reichstag), was based on the democratic foundation of universal suffrage, but its powers were subject to various restrictions, and the existence of the Federal Senate and the Prussian State Parliament prevented it from expanding its role. However, of all the political institutions in the Empire, the Imperial Diet was the one that most sensitively reflected the trends of society and public opinion, and the Imperial government gradually found it difficult to ignore its will.
