...In the Meiji era, Japanese-style spinning using waterwheels began in the Yahagi River basin in 1878, but by the middle of the Meiji era, spinning had been replaced by Western-style spinning. In 1880, machinery and technology from England were introduced and the government-run Aichi Spinning Mill was established in Ohira Village, Nukata County (now Okazaki City), followed by Nagoya Spinning in 1885 and Owari Spinning in Nagoya in 1887. Silk-reeling industries were established in Niwa County, Haguri County, and the Toyohashi area with the encouragement of sericulture, and Toyohashi was the number one producer of raw silk in the country before the war. ...

… In order to reduce cotton imports, which accounted for about one-third of total imports, and to restore cotton production, the Meiji government promoted the development of the spinning industry, and in 1878 implemented a policy of having dozens of workers build factories with 2,000 spindles each in various regions. The government-run Aichi Spinning Mill and Hiroshima Spinning Mill were established as model factories, and ten 2,000-spindle spinning machines imported from England were sold to volunteer citizens in annual installments (Jukki Spinning), funds were lent to prefectural and private spinning mills, and engineers from the Ministry of the Interior were dispatched to provide technical guidance. As a result, by the mid-1980s, nearly 20 small spinning mills had opened, but most were in financial difficulty, and instead the "Gara spinning" method invented by Gaun Tatsuchi (1842-1900) in 1876 became popular for a time. …

… 明治政府は,輸入全体の3分の1前後を占める綿製品の輸入を減らすのと綿作の回復のため,紡績業の育成を図り,1878年から労働者数十人で2000錘規模の工場を各地に建設させる政策をとった。模範工場としては官営愛知紡績所と広島紡績所を設立し,一方,イギリスから輸入した2000錘紡績機10基を民間有志に年賦で払い下げ(十基紡),また県・民間の紡績所に資金を貸し付け,さらに内務省技師を技術指導に派遣した。その結果,80年代半ばまでに20ヵ所近い小紡績が開業したが,大部分は経営不振で,むしろ臥雲辰致(がうんたつち)(1842‐1900)が1876年に発明した〈ガラ紡〉が一時的に広まった。…
