In cities, towns, and villages, the members of the municipal assembly Conseil Municipal are elected by direct vote (for a term of six years), and the mayor, who is its chairman, is elected by mutual vote of the members. In this sense, cities, towns, and villages have a stronger autonomous character than prefectures.
